Started lifting and GAINING weight

I know that is natural... you lift weights, you will gain weight in muscle. HOWEVER, I am only lifting twice a week and doing cardio 3-4 times a week for minimum an hour, eating VERY clean and still I'm gaining!! I feel smaller, and clothes are fitting better which yes, is good but I feel the scale should be dropping too. IDEAS? I've thought, maybe I'm not doing enough cardio, maybe I'm eating too little , (average 1500 cals/day) I'm 5'5" 185lb and at 20.7% fat. I'm getting frustrated. I've been working on this for months now and only watching the scale hover up and down around 185. How long do I have to work before the scale goes down or will it not?
