Knee synovitis

I have synovitis in both my knees, I had surgery on the left one about 4 years ago to clean the infected tissue out and it's like a new knee. I had the same surgery on my right knee last May and it's still swelling up whenever I push myself either running or exercising. My question is has anyone had a similar problem and what did you end up doing? Should I get a cortisone injection to relieve the pain and swelling? I'm training for my first half marathon and do not want to mess it up and be swollen every 3 weeks.
