Resistance and strollers question

I've been reading a lot in the forums lately about weight lifting and cardio. Most of the serious weight lifters suggest that cardio will burn some muscle. I'm not disagreeing, just wondering that since most of my cardio will be pushing/pulling a stroller (walking and riding bike)weighted down anywhere from 30-70 pounds ( depending on how many kids I pile into it lol) would this help build/maintain my muscle since it's not just my own weight I'm pushing/pulling? I know you can't build a ton of muscle on a calorie deficit, but I would like to not "burn" it off and still be able to go for my walks/rides. So is pushing/pulling extra weight considered "resistance"? Or no?
