Calorie Debate :(

I am so lost on what to do about my calories! I know the never eat under 1200 so that is my goal intake. But I am 5'4" and am at about 170. I looked on some sites that say I should be at like 1900-2300 because I have high activity, but sometimes I struggle to eat even 1200 because I have a moderate sized breakfast and lunch and a small dinner. I don't snack too much, but if I do I eat an organic fruit strip or an apple. I want to get the most out of my hard work, but I don't want to eat too much. I hardly ever eat back any of my exercise calories. I work out after work 2-3 times and get in bed at about 9ish to stop snacking before bed and I have to wake up early for work every week day. I've been doing so well about eating less/better and working out, but I haven't been seeing results on the scale so I feel like I am doing something wrong, but for some reason adding more calories would just make me feel like I was eating so much. Please help me!!

I'm 5'4" and started at 170 pounds. I've lost 31 pounds since September 2011. I started out at 1,200, but quickly hit a plateau. When I upped my calories to 1,700 and ate back at least 25% of my exercise calories I started losing again.

Not saying it'll work for you, but it may be worth a try if what you are doing isn't working.
