How come I'm not losing weight anymore?

I'm 4"11 (Yes I'm short ) and my starting weight was 118.6. The first week I went down to 114.6, so 4 pounds. Now these past 2 weeks I've only lost one pound! It's kind of frustrating. I usually never go over my calorie goal, I exercise and burn 300-400 cals a day. I usually don't go past my calorie goal because I don't get that hungry. It can't be a plateau, because I've only lost about 4.8 pounds in total? Thanks everyone!

Edit: Feel free to look at my food diary :) I recently changed my calorie intake to 1200 so some days may be over :P

The other way to look way it is that you've lost 4.8lbs over 3 weeks (or 1.6lbs per week) , the initial 4lbs in one week was probably water weight.
