Your question begs for a very long e-mail. First of all, are you a member in a local gym? If so, the machines that target specific areas would be the first way to approach your goals. If you don't have a gym membership, you can either go to a store and pick up a few hand help weights. If you are new to this, I would recommend 3 sets to start (5, 8 & 10 lbs). You can also used home made items, like jugs and containers that you can weigh to make sure you track the weight. I would not recommend this approach because it would be easy to let the homemade items to slip and possible hurt you.
With any of the approaches above, I would recommend you do little research on different exercises (if you want specifics, let me know and I can provide some). For large muscle groups, like chest and back, plan on doing 3 repetitions of 10 each with a minute rest in between each rep (you will end up doing 30 "lifts" with each exercise). This will mean that you would do 4 different things, 3 reps each. For smaller muscle groups, I recommend 3 exercises. Smaller groups are the biceps, triceps and shoulders.
I hope this helps!
Best of luck!

this is very true....
you can even start with canned goods if you don't have $ to buy dumbells. do kick backs, curls, extend to each side, etc.... Every way will target a different muscle. I also have a case of the jiggles so I feel your pain :grumble:0 -
