Pounds lost vs. Inches lost?

So..I'm not complaining at all, but I find it weird that the first week after starting my workouts I gained 2 pounds, then the next week lost 3, then the week after that gained 1 pound.
I also measured myself when I started and after 3 weeks I measured myself again and I lost 3 inches in my waist.
I decided not to worry about the scale too much, because it just makes me crazy..lol.
I'm just curious, bc I've heard other people say they haven't seen a big drop in the scale but have lost inches. Also, I can tell that my clothes are bigger.
Im guessing the few pounds I gained had to do with muscle, right? Does anyone know how this works

Probably not. It's harder to gain muscle than people think. A lot of times, WOMEN use that as an excuse when the scale bounces around. Unless you've been lifting heavy, it's most likely not muscle. It's probably shifts in water weight.0

No, I haven't been lifting heavy weights. You're right is probably water weight or something.
