what weight lifting will help it tighten it up?

    I would suggest incorporating bent over dumbbell kickbacks into your routine.

    Unfortunately, I carry a lot of fat in my upper arms so mine looked a lot like that when I first started out - they're looking better but there's still some fat and loose skin there. Put it this way, a friend of mine saw me in a long sleeve t-shirt that was pretty tight on my arms and said something like "holy crap, if you keep lifting, your arms are going to fall off". I had to tell him it's still about 40% fat & skin - I'm not nearly as tough as I look. :)

    You're probably going to hear this response a lot but first thing - there's no such thing as spot reducing. You need to lose the weight to lose the fat in that area - do cardio and eat right. Building the muscle does help the area to look better and may help the skin to tighten up once that fat is reduced. I would recommend working all of the muscles in your upper arm - not just triceps but biceps and delts. The traditional exercises you can do to specifically target the tricpe would be things like overhead tricep curls, tricep dips, push-ups, and kick-back (previously mentioned).

    part of it is genetic but really someone that size would probbly just need to first focus on reducing overall body fat but eating at a slight deficit and incorporating exercising (cardio and lifting heavy)

    as far as exercises, you'd get better results by focusing on compound movements that use multiple muscles at once rather than isolation exercises. good compound movements are push up, tricep dips, lat pull downs and lat pullovers.
