Whole Wheat Pastry Flour vs Whole Wheat Flour?

I found a health food store near me that offers whole wheat pastry flour in bulk at $1.59/lbs. It is an amazing deal and I was hoping to use it when I baked my family's tortillas and bread loaves. Any idea if this type of flour is usable for this purpose?

Pastry flour is better for quick breads,cake, cookies, and pie crust. It has less gluten, so it would not be good for yeast bread, because the dough would not get stretchy enough. You can buy vital wheat gluten and add that, but I don't know how much you would need to add.0
