Lose, Maintain or Gain? I'm Confused....

I've got 2.5 lbs. to go to get to my target weight although I may want to drop another 5 so a total of 7. I've been working out steadily and building muscle but reading threads, etc. suggets at a slow rate compared to if I was to gain weight.
So....should I continue to lose to reach target, maintain and convert fat weight to muscle weight or gain and allow my muscle to grow at a faster rate while hopinug my remaining unwanted fat gets absorbed in the process.
What would you do?
