Can someone help me with net calories?????

I am having a very hard time getting my net calories to meet my goal calories. I have tried to adjust my workouts but I feel like I am not working out long enough. My brain is on "diet" mode so the more I eat, the more I tell myself I should not be eating this much. I want to eat healthy and exercise. The thought of "starvation mode" scares me!!!! Any advice would be helpful! Thanks
