Why is BMR so confusing?

I'm hoping one person can help me! I'm really struggling with figuring out my calorie goals.

TDEE percentage is 47.7% (I'm not sure how to figure out the number)
BMR is 1727
KAF is 1470

I walk 45-60 minutes every day at around 3.5 mph and my pedometer tracks calories burned. On average, it is 350.

My goal is to lose 2 pounds per week. I've lost 19 so far, and am now stuck on the same 19 pounds.

I would really love to know what the amount of calories I should be eating is. I'm working off of 1600 net right now.

By the way, I know it isn't all about weight but it sure would be nice to see the scale move! I have lost 10" in my waist which I think has a lot to do with the walking :)

    Is 2lbs 1% of your body weight? If not, then you may be expecting too much.

    I believe so, I currently weigh 212 and I am 5' 8" tall.
