ankle question

A month or two ago I posted a question about ankle exercises to strengthen my weak ankle (sprained it over 20 years ago and it still is noticeably weaker/tighter than the other one.) So I've been doing mild basic rotations and stretching but somewhere along the line it started to swell up and has stayed swollen ever since. IF it was water retention or something like that, wouldn't both ankles be swollen? How long should it be swollen before I see a doctor about it? What do you think? It's been this way for at least 4 weeks now.

uhh im not sure if there really is a way to strengthen an ankle outside of vitamins and fish oils and stuff like that which are good for your joints I would see a medic if I were you0
