Keep loosing weight or Just work out

I'm nearing my goal weight rapidly.
But once i get to that weight my body fat percentage will still be pretty high.
I want to be 190 and really muscled up.
I'm not one of those people who looks good skinny nor do i want to be.
My question is what's the better method to reach my goal maintain the weight i want to be and just lift weights to change my body or should i keep loosing weight and then build muscle.
Currently i do cardio 7 days a week and lift weights Mon Wed Fri.(stronglifts 5x5)
I'm eating a high protein low carb diet.
But once i get to that weight my body fat percentage will still be pretty high.
