i am just curious... i am trying to stay away from carbs as much as possible... but for the most part my lunches have wheat bread and my dinners usually have brown rice or wheat spaghettti... this is probably a stupid question but is a cup a day okay or should i treat rice like a treat?

That's tough. It's low GI, and a kind of superfood. but of course a carbohydrate. Whereas white rice is a lolly up there with white bread, I think 1 cup a day of brown rice would be very good for you.

It depends - do you have any medically diagnosed reason to avoid carbs?
If not, go for your life, I think there are much worse things to eat than brown rice!

GO FOR IT. Brown rice is the way to go. Has all the fat, fiber, protein, and cho you need. Carb cutting is nonsense. Your CNS relies heavily on glucose for function as its main fuel source.
