Anyone trying to lose weight and bulk at same time?

Is it even possible? From what I understand the two require opposite strategies: create calorie deficit to lose weight, create calorie surplus to bulk/build muscle. Has anyone had success trying to accomplish both at the same time? If so, do you have any tips or strategies?

I'm in the process of trying to lose approx. 25lbs, but I'm more concerned about lowering body fat % and toning than anything else. I realize the scale will move a lot slower with this approach since essentially you're replacing fat with muscle, but if the two goals are counter-productive to each other I want to make adjustments now before I waste any more of my time/energy at the gym.

Thoughts? If it helps at all, I'm 5'8, 175lbs with about 21% body fat. Ideally I'd like to get around 160lbs and 13-14% BF, but am quite content to sacrifice weight for muscle. Thanks for the help in advance.
