Not losing :(

Today makes five weeks that I have been using the MFP app. I have a calorie limit of 1250 and I typically stay under it every day. I do cardio 6 evenings a week (usually the exercise bike in our gym) for 30 minutes. I also do some strength training, I'm not trying to bulk up or anything. Shouldn't I have lost more than 3lbs in five weeks? I'm starting to get really freaking discouraged. My husband has a calorie limit of like, 2100 and he exercises less than I have and is down 14 lbs. We started the same day. I just want to give up :(
