Shed off belly fat

I've been working out consistently for the past couple months and my goal was to flatten my stomach and tone my thighs/butt. Everytime I worked out I would do cardio and then use the ab machine with weights and the hip abduction machine at the gym. I thought this method would help me reach my goal but now I'm realizing that it's not. My abs are pretty toned now but they're covered by belly fat. So I was wondering what is best way to get rid of belly fat? And I also think I have the same problem with my thighs so how can I get rid of fat on my thighs? Does it have to do with my diet as well as exercise?

It's pretty much entirely diet. Unfortunately, you can't tell your body where to lose fat, and it'll come off from wherever it pleases, but it will eventually go away.

In the meantime, while you're focused on eating right and shedding the fat, start doing things like heavy squats and deadlifts to strengthen your legs and core and make your muscles pop when you do get to the right body fat percentage.

You cannot 'target' fat loss. Body fat comes off uniformly - just like it is put on. You have the right idea though, weight training with a bit of cardio will reduce body fat, but your diet plays a huge part as well.
