Help me short people ! what am I dont wrong ?

Hey everyone. I said short people because I dont want to get slammed for eating too few calories. I think a prior mistake of mine was thinking that I should be eating the same amount as tall people eat to lose weight.
Anyway, In the first 4 months of MFP I lost about 25 lbs. I was really happy with my success etc. But in the past 3 months I have lost between 0-3 lbs. (it changes every time I weigh myself.)
I have tried calorie cycling, increasing my calories, changing my workouts, reducing my calories, yoga, strength training, cardio, playing with vegan food, reducing animal products, then increasing again when it didnt work.
Basically I have no idea where to go from here. I am currently calorie cycling and maybe that will work but I was hoping someone would have suggestions.
ALSO, I have not lost very many inches at all, maybe .25 around my waist, thats all.
