Making another go

Back after a long layoff. Actually started exercising about a month ago (cardio 3 times a week for about an hr). Just weighed myself and found out I was about 1lb over my weight from my last entry. Unfortunately, I am pretty sure my body is not like it was per my last entry as the tire around my waist seems to have inflated
and even so, last time I was looking to lose 15-20 lbs, same goal this time around.
I just started strength training last week so still trying to get a good routine. Does this sound like a good plan for upper body: 3 chest exercises, 3 shoulder/back, 2 triceps, and 2 biceps? I am starting with low weight and 5 sets of high reps (10-12) per set. I am hoping that after a month, I can increase weight and start doing 3 sets (8-10).
