heart rate changes?

Currently I am in the p90x program
Before, I was able to get my heart rate to an average 175bpm, however now that I am in my final week I seem to be only able to average around 160bpm like i used to when i first started the program? I read that sometimes when you are very very active it begins to get harder to raise your heart rate as you are in good shape? Could this be true in my case as I feel like i am pushing myself in the workouts as hard if not harder than when I first began?? Also, my body obviously now contains much more muscle and less fat than before, could this affect my heart rate?

Oh yeah, definitely. If you check your resting heart rate, you'll find that lower too ... a very good sign of increased conditioning and cardiovascular fitness.0
