running heart rate: need HRM?

I have been having a problem with this for sometime now and am trying to control it really hard. It is getting in my way. When I go running or push myself a bit when I just exercise I can get my heart rate easily to 170. I don't really get a chest pain, I just get light headed enough for it to be annoying and can feel sick to my stomach (once in a great while, this has been getting better). I really have been doing different breathing to help with distance running and will slow down a bit to a very light jog when necessary. I can still talk while jogging/running. But my HR will not seem to go down at all. Is there something I haven't tried to get passed this or is there something further I should look into? Any tips? I have been seen by my doc and the furthest thing I have is reactive hypoglycemia and no sign of abnormal heart rhythms.
