Not trying to build muscle just burn fat

I have been doing fat burning programs on the treadmill but I am not losing weight and appear to be getting bulky. I have been just started the low carb program for the past 3 days hoping there will be a difference, soon:sad: I am 5'0 and 173 lbs. miserable

If you're truly gaining weight (as opposed to water retention), you should re-evaluate your calorie needs and your intake. The chances of you gaining muscle while not participating in some resistance training is pretty slim.0
