It does two things. 1) pushes the topic up to the top of the first page. 2) Serves as sort of a book mark and allows people to go back and find the thread (by looking at "my topics") without having to wade through pages of posts.0

Pushes it up the list if you want to promote its visibility, puts it in your list of recent posts so you can find it.
A byproduct of the way this site puts the latest post at the top, which is fairly unusual.0 -
