Measurements Question

I finally got a good measuring tape and am recording my measurements...
Question about measuring waist...
My natural waist (the narrowest part, right?) is 34.25 inches,
however 1 inch above my belly button is rather larger at 38.75 inches.
Which measurement do I use for the waist/ hip ratio, and just for good record keeping?
For what it's worth about my shape,
I carry my weight in my belly and I am "short waisted" (there's not a lot of room between the bottom of my rib cage and the top of my hips.)
Thanks MFPers!

Women's waists are measured above the navel, just under the rib cage, as your natural waist (used for dresses, skirts). Measured at the navel is considered mid waist, and 2 inches below that is the drop waist (used for jeans, etc)0

I usually measure at the naval and about 1-1.5 above the naval for my waist. but I am happy to hear the higher is considered the "waist"0
