There should be no rules here.
The seat is wherever it is when you arrive. Doesn't matter if you're male or female. You have no God-given right to see the seat in any particular position when you arrive to do your business.

I wish my husband would put it up. I have to wipe the seat off and usually the floor because he always pees in the dark. He is a bathroom idiot.0

Doesn't matter. I don't pee in the dark so if it's up I learned I can put it down for me.0

This is not as big an issue for me as people who put the TP on to come from underneath instead of over the top. Or the ones who don't change the TP and leave the cardboard roll sitting on the holder, or they do get a new roll out but sit it just on top of the holder.
I have a few issues that some people would possibly tag as OCD.0 -
I don't care what you do, just don't leave a mess for the next person.0

As long as you pee in the bowl and not all over/around it, I don't care all that much. My husband has good bathroom etiquette, we're working on our sons habits now.0

It doesn't really matter to me i have never really cared if hubby left it up or put it back down, all besides 1 time when i was about 8.5mo. pregnant with our youngest and i had to pee in the middle of the night and didn't turn on the light and ended up falling in the potty because he left it up, i was a pretty pissed pregnant lady that night, but other than that i have never cared or had a problem with whatever he does.0

Lid closed to keep the dog from drinking out of it.0

I have to rate the advice here as inconclusive.
I am intrigued though by the queston of whether tp should roll off over the top or bottom. Never considered this question. . . . going to require more thought.0
