Weight Loss Not Right

Hi everyone, I just needed some advice on weight lost. I am losing weight but my stomach and around my knees has fat. I wanted to stop doing so much cardio because I am very little now 125lbs. But my problem areas still don't look right, so should I continue with the cardio until the fat goes away or do more strength training. I really don't want to get any smaller I already do cardio 5x a week and strength train 3x a week. When I lost all the fat I also wanted to gain weight back but I wanted to do it the right way like gain muscle or something like that. Please Help!
