Women getting bulky

So, just out of curiosity, I decided to look up how fast a person could put on muscle.
According to http://www.bodyrecomposition.com/muscle-gain/general-philosophies-of-muscle-mass-gain.html a woman in a calorie surplus can put on a half pound of muscle every two weeks. And this would only be for the first year of training.
According to http://www.steroid-encyclopaedia.com/ezine.php?story=165 a man on steroids for the first time (diminishing returns with time) can put on 8 pounds per 100 pounds of body weight in a 10 week cycle. Thus a 150 lb man could put on 1.2 lb per week.
And being in a calorie deficit makes those numbers unrealistic, I just wanted to illustrate that even if you were trying your damnedest to put on muscle, it would be slow. Very slow!
