Bicycle Woes

I am looking for a beach cruiser bike or comfort bike and having the worst time of it. I am not trying to spend alot because this is only for recreational purposes with my children, not exercise really, I go to the gym for that.
But because I am only 5'2" with short legs, the bikes I find 'on the rack' at Walmart and Target are just a few inches to tall for me. Even with the seat all the way down. I wonder if I can cut the seat stem down?

I think most people don't realize how high the seat should be.
If you are on a tight budget, go to a local bike store and have them help you find the right size frame.
Then, use craiglists/similar to find a used QUALITY bike.
Department store bikes aren't worth the steel they are stamped from.0
