Eat BMR or net BMR?

What's better?
If I eat my BMR but net below my BMR due to exercise will I go into "starvation mode"?
I kind of feel like it doesn't matter how much you exercise. If you eat your BMr, everything else you burn off is just extre. Your body doesn't know what 'net' means. Or am I wrong?
