Plateau after 8 pound loss with high BMI

I'm getting frustrated and stumped with what to do. I've been sticking very close to the recommendations for a loss of 1.5 pounds per week, with eating back my major exercise calories to be close to my recommended net calories. I've fluctuated around a point now for almost 6 weeks. I've had my thyroid function tested and it's normal.
I know going into starvation mode isn't the answer, but what is? I mean my BMI is 34.8 and I'm netting roughly 1800 calories a day so I should be losing weight, so I don't get it.
