Another shin splint post!

I know this is a common question but I need clarification!
I started running a couple weeks ago, not that far or long (most I ever go is 30 minutes on a treadmill and maybe 30 min jog/walk outside). I have shin splints after running and they won't go away! I still feel like I could run but I am scared as they can lead to complications. Do I have to wait until they are TOTALLY gone to go for a jog or just a dull pain?
And can I use the elliptical?
Any comments would be much appreciated! Have a good day!
