anyone know much about heart rates??

When I go to the gym I notice my heart rate is high if I'm on the elyptical (betwee 170-190) since I'm 23 and never been too iinto workingout I thought maybe I'm working myself too hard. The following time my sister and I did the treadmill so I can control m heart rate better, well I was practically hardly speed walking (speed between 2.5-3.0) and my heart rate would still be way high up there (160-180) meanwhile my sister would be running and really working hard for her heart rate to be at 130-140.

What doess this all mean?! Should I stick to walking for a little bit so my body gets used to it
Or just push myself so I can achieve max goals of losing weight?!

I'm 5'4 190lbs currently.. (had a baby 5 months ago tryin to lose pregnancy weight)
I also have like no muscle since I've been working out I gained 5 lbs that I'm assuming is muscle, however I want to burn more fat than gain muscle at the moment so I don't buldge up. I guess I really don't know how to go about this whole thing :\
