Exercise and Couting Calories

I try to exercise 4-5 days per week and usually burn 300-500 each time. I'm allowed roughly 1400 calories before any exercise, but then it adds more calories when I plug in my exercise. My question is, do I have to eat those additional calories. Can I work out and stick to the regular 1400 calories or will that put my body into starvation mode?
