Always hungry!!!

So, for a while I did about 1300 calories a day. I'm a active woman, of course I ate more when I worked out.
i recently took it up to 1400 because I noticed a very dramatic decrease in my energy, but I still lost weight.
Now my stomach constantly growls, even after a healthy snack or meal. I don't want to eat evertime my stomach growls, I'd gain like crazy! I also get so antsy if I don't eat now. Someone help me :( I think I'm coming to a plateau, so if you have any ideas on how to give me more energy, and keep weight loss going, I'd appreciate it.
