Measuring shredded potatoes

Are you supposed to measure shredded potatoes before or after cooking to get the nutrition information? My husband thinks it doesn't matter and you can measure them after they are cooked because the amount shouldn't change. I'm not convinced. We would be measuring by volume not weight. I don't have any more left or I would test this myself.
