Losing calories gaining weight

I have been actively working out and watching every thing in my eating. Doing a 45 minutes sweat workout on the treadmill and then lifting lower body weights as I heard that you burn more calories should you build more muscle mass. I am starting out at 28 % fat and measurements of 189 lbs. I am running a 200 calorie deficit everyday so I know that I am doing well on the calorie in and out ratio. After 3 weeks of consistent workouts, I am showing a weight gain of 3 lbs at 191lbs. Does muscle mass gain overtake the loss of fat to show this. I am only showing a slight loss of inches from my thigh measurement and not much from the waist. Need some honest and good advice.
