Weigh food before or after cooking?

OK sometimes it's straightforward, for instance a pre-packed pork chop (which I just had for dinner) will state on the packaging the calories are correct when grilled and trimmed of all fat. What about the homemade chips that I had with it? Should I weigh the potato before I put them in the deep frier, or weigh the chips once they are cooked? Do I apply the same principal to all or other foods?
The other thing I've been wondering about is whether the nutritional values change if you have something you can eat raw but use it in a recipe and cook it. I'm particularly thinking about dried fruit, seeds, nuts, which I use in a recipe for energy bars which are combined with brown sugar, honey, butter and oats, then baked in the oven for 30 minutes.
Is there a general rule? Any advice would be appreciated
