Does this make sense?

My weight keeps fluctuating. I found that when I upped my calories from 1400 to 1700 I lost 7lbs in one week. Then it started fluctuating again. I know with having diabetes it is hard to lose weight. Here is a new calculation I did and am thinking about trying. Does this sound right?
BMR is 1743
TDEE is 2397 (at 25% defecit about 1800).
Days I exercise I will atleast net my BMR (stay around my daily goal) but not go over my TDEE.
I will try and get to my new daily goal of 1800 (this is actually what MFP put me at to lose 1lb a week) everday but not sweat it as long as I net at my BMR.
Is that the gist of how it works?
