By your ticker, you want to lose 30 pounds.... that's going to make a huge difference in how your legs look. Don't worry about muscle.... it's not muscle that makes legs look bulky, it's excess body fat. I do heavy strength training plus running, and while my legs are quite muscular, it's only made them leaner.
On the other hand, some of us are genetically predisposed to have meatier legs. No matter what I do or don't do, I'm never going to have a thigh gap or the long gazelle-like legs of a runway model. I'm short and a pear and will always have bigger thighs. I'm ok with that... and I just work at being a pear with a fantastic *kitten* instead. (Although, personally, I don't think my legs are too shabby, either.)0 -

This! When losing weight (in a calorie deficit) it's very unlikely you'll gain any muscle anyway, only maintain what you already have. If it looks like you are bulking up, it's most probably water retention, which is common when you start any new exercise program.
Fat bulks a person up FAR more than muscle.
Example: Me at 150lbs with extra muscle and extra fat = 27% body fat, and clothes that do not fit they're too tight. After losing the weight, getting down to 130lbs, then going back up to 150 with a focus on mainly muscle gain, I was now the same weight as before, but 22% body fat and the same clothes were loose.
Just a thought
Great exercises for legs are squats, deadlifts, lunges etc0 -

As a basic rule, the harder you use your legs, the more potential bulk you're gonna have.
Long-distance running may give you a slim look, especially if you keep your calories in check.
Squats and lunges are excellent for leg strenth. Don't worry-- if bulky is gonna happen, it won't happen overnight!
But yeah. Long-distance running.0 -
eat at a calorie deficit (which you would do anyway to lose weight) and lift heavy weights with squats, deadlifts, lunges, KB swings, etc.0
