I need advice about gym routine, clueless

I joined MFP last may and went from 200 to 170 lbs by september. From September up until now i have maintained for the most part (I found it hard to continue mfp while at school). Now I'm ready to get back into it. I am 5'6 and have started to eat 1400 calories a day. The 30 lbs i lost last year were all through diet, I was not very active at all. Now my question is what should I do at the gym? I do still have weight and fat to lose, so should i just do cardio? But I also need to tighten my thighs (I'm a pear shape) and arms. I can only spend 30 minutes in the gym a day, what should my routine be?
