malted barley free flour? (obscure question)

Hi friends!

Apologies for such an obscure question, but I've been searching and searching for an answer online, and I figured I'd try you all as well. I'm trying to make a surprise cake for a good friend. She is severely lactose intolerant. Making a cake without milk or butter isn't too bad, but the problem is that she also cannot eat flours that contain whey or malted barley.

I can't seem to find a malted-barley free flour anywhere. I've checked King Arthur and Gold Medal and have done a lot of other google searching. Is there anyone here who avoids whey and malted barley and knows what blend of flour I should look for?
