Metabolism & Starvation Mode?

It's known that if you consume too few calories that are necessary for everyday function your metabolism slows due to your body being in "starvation mode" - thus trying to store all available calories & fat, making weight loss more difficult.
But what happens if someone consumes less than 1,200 calories per day and exercises (burning, lets say 500 cal)?
I guess what I'm trying to ask is if someone consumes 1,200 cal, burns 500 thru exercise = a net of 700 cal , how is it possible for weight loss NOT to occur? Granted metabolism decreases which means that someone who previously had a BMR of 1,500 cal, now may only need 1,000 cal to function, but doesn't that mean there is still a DEFICIT if I'm only consuming 700?

If the starvation mode thing is correct, I've been in it for my entire weight loss journey. Hmm...0

There is no starvation mode. Metabolism does slow a little at low intakes, but not like 1500 to 1000, and it's temporary. Yes, the higher the deficit, the faster the weight loss.0
