Polar FT60

I have had my Polar FT60 for 2 months now and I LOVE it!!! It has been the best guide and weight loss tool I've ever used. (I also use a fitbit.) The only problem is that for the last 3 weeks it has been telling me it is time for a "recovery week" but yet it still gives me the same exercise goals. I meet the goals and then tells me I had an incomplete training week. Has anyone else experienced this and what is the solution? What does a "recovery week" mean....no exercise????
