Macros and TDEE - could someone help a newish girl out?

I am trying to figure out all my settings in terms of calories and macros.
I am 4'11" (on a good day) and 128 lbs, I do some light yoga, the 30 DS and some moderate cardio through out the week. I am a SAHM to two young kids and I have my activity level set as lightly active.
I over rode the standard 1200 cals that they gave me and have it set at 1300.
I have PCOS and Insulin Resistance so I have my macros set at 40/30/30 (C/P/F) but I am trying to stay around 100g for my carbs.
My BMR is around 1350 and my TDEE - 20% is 1676.
I have few questions:
Considering my "conditions" do you think that the 40/30/30 is a good setting?
And what should I set my calories? Leave it at 1300? Go to 1350? 1656?
If I set it to the TDEE do I not eat back my exercised calories?

I think the ratio you have for the macros is just fine.
The BMR vs. TDEE difference is this: With BMR if you exercise you eat the calories, with TDEE you do not because they are already figured in.
Just start with one number, bmr might help you track everything easier, and see how it goes. It's going to be a bit confusing for a while, so just start at it and see how you are doing after about a month.0
