what's the best diet to lose skinny fat? example:meal plans, fat/carbs/protein ratio.. I work out with weights a lot, not too much cardio, and I was wondering what the best diet would be to lose the skinny fat but keep the muscle?

A caloric surplus and lifting heavy things.0 -
good Question, i've got mine set to lose 1/2 a pound a week and doing lots of weight lifting atm, avoiding Beer (my big downfall) and contemplating using protein shakes. i've no idea at present if this will work or not. let you know in 20 weeks. sorry 18 now.0

Generally speaking I'd lift heavy, consume adequate protein, and keep your surplus or deficit (whichever the case may be) somewhat realistic. That's just my opinion on this.
Either way you're faced with a tough decision because both cutting and bulking will have their drawbacks, moreso on a skinny-fat person than on someone who's already either bulked up with a good base of lean mass, or someone who's already lean (for them, the decision is obvious).
I would also say that generally speaking, you'll probably need several cycles of bulk/cut to get where you want.0 -

a diet you like, making sure you get enough protein to help retain and repair muscle (.5 to 1 gram of protein per pound of lean body mass, or you can use your rough goal weight)
And enough carbs to allow you to feal satisfied, and have energy to do you program.
Enough fats to help you feel satisfied, and maintain overall health, without feeling starved.
So any "diet" can meet those needs in general - you just adjust your macros, and calorie ranges, based on gaining muscle, losing fat, or maintaing.
For me I use roughly 40/30/30 - but only focus on the protein numbers, as the others generally are okay, and not my biggest concern, as my diet is generally well rounded.
40/30/30 gives a decent level of protein and also a high level of saity, so you don't feel "deprived" it is one, of a number of macro ranges that can be used, and a popular one with athelites.0 -

WOW then I guess I still have a long way to go before I can see clearly my muscles & abs (although I do see a definition but I want it to be more solid)
I'm just on my 2nd phase of cutting because although I already look slim but I can still pinch 1/2 to 3/4 inch on my abs, upper biceps (near the armpit area) & I still can't see my muscles on my triceps although my triceps isn't one of my problem areas, only I want to see muscle.0
