"Spot toning"

I have always heard it is impossible to tone or train a specific area to look better, you will lose fat from all over and that is that. My problem is a very small frame with minimal upper body fat and the typical cellulite/jiggle in the thighs and rear end. Will weight training more for the lower body help at all? I am currently trying to build upper body muscle mass as well. Thanks!

    By "toning", you're talking about two different things - building muscle and reducing fat. You can't spot-reduce fat, but you can target certain muscles with strength training to make them bigger. Strength training will also help with all-over fat loss. If you have very little fat on the rest of the body though, chances are your thighs and buttocks would be the next place to lose from.

    Weight training for the lower body will definitely help, just not necessarily by reducing the fat in that particular area before others. It will help change the shape of your thighs and buttocks though, giving a firmer, less "jiggly" appearance. I still have a lot of fat on my thighs, but strength training like squats have made them look loads better.
