Targeting certain areas

I've been told you can't target a certain body part to lose weight.
The problem with this is, my chest is starting to show bones and you can see my ribs (not what I'm going for).
Yet, I still have a little pooch and love handles. Plus my BIGGEST problem area saddle bags.
Any suggestions on how to lose these without losing any more anywhere else?

    Its true you cant target/spot reduce, but you can train muscles. You can strengthen that area and tighten it up by doing squats and lunges carrying weights. The muscle will grow and smooth that area out a bit. Building muscle can alter your shape, but you can not spot reduce unfortunately.
