inches over weight

hello everyone im here because i want to be healthy first lose inches second and lose weight not last but throughout the process. i dont focus on the weight number because if i do that i will drive myself crazy. i just want to look good basically. so is there a way where i can tone up my body before actually trying to drop pounds. i worked out at a gym and my gym trainer told me that its possible to gain muscle before loosing weight because its easier to burn muscle weight than fat weight ?!?! i know sounds confusing right lol. i am not a small shaped girl im pretty medium shaped i am not porportioned all that bad i want to lose inches around my waist thighs and arms how would i go about doing that
