Advice on weight training program?

I think I'm ready to face the gym now(confidence issues have been holding me back), but I would like advice and would also like to ask a few questions as you guys are the expects in my book:)

I'm 5ft and 99lbs. I last recorded my measurements nine days ago, and they are as follows: my arms are 10”, my waist is 26”, my hips are 35” and my thighs are 20”. I would like to possibly maintain my weight, but lose inches. I'm not sure if I NEED to lose weight, or if it's the ed side talking.

My thighs are really big, would weight training help me lose inches from this area? My ribs stick out but the lower part of my stomach sticks out like I'm pregnant, why is this? Is it maybe from an intolerance to something I'm eating?

I've looked at weight training programs but I find it really confusing. This is a really dumb question I'm sure but what is a set and what is a rep? What would be the perfect routine for someone who is just starting out?

I want to start weight training because it sounds like combined with good, healthy eating, it can sculpt your body. I also want to start weight training because I don't enjoy cardio, I'm easily bored. I'm hoping once I start getting results I will stop seeing that fat girl in the mirror and just gain confidence and strength from it.

You should get staff at the gym to make you a routine and show you the right way to use the equipment
Each time you lift a weight it is a rep, and you do about 10 or 12 before you rest, that is a set.

so you do 2 or 3 sets of 10 or 12 of each exercise.
you can do one set then change exercise and come back for the 2nd and 3rd sets

sounds to me like you have made a good choice and weights will help you tone.
don't forget to eat your exercise calories
